Commander Waterford is pissed that his wife went over his head and that she used a Handmaid to do it. It also seems he hates that his wife is intellectually superior to him. Well you reap what you sow. Serena wanted this life, she fought for it and now she's being spanked on front of the Handmaid. What a life. It's obvious Waterford is trying to destroy their relationship. It is a painful scene to watch, Fred really goes into it. What's worse is that Offred is complicit as she doesn't try to assist Serena. We'll see how her helplessness shapes her character in the near future.
